Enforced Registration on SABER System Will Enter the 7th Phase时间:2019-12-28 According to the SABER system, as of January 1, 2020, the products in the following 13 technical regulations have to be registered on the SABER system and acquire Product CoC and Shipment CoC, and if the relevant products are not registered on the SABER system, they will not be able to pass the customs clearance: 1) Technical Regulation for Electrical Vehicles; 2) Technical Regulation for Telecommunications Devices; 3) Technical Regulation for Simple Pressure Devices; 4) Technical Regulation for Games and Devices of Amusement City; 5) Technical Regulation for Ornaments and Decorations; 6) Technical Regulation for Doors and Windows; 7) Technical Regulation for Shoes and Leather; 8) Technical Regulation for Fireworks; 9) Technical Regulation for Packaging; 10) Technical Regulation for Building Materials – Part 5 - Plastic and Metal Pipes and Tubes Used in Water and Electricity Networks; 11) Technical Regulation of Materials and Surfaces for Contact with Food; 12) Technical Regulation for Adhesives and Related Products; 13) Technical Regulation for Fire Fighting Equipment; In response to the above notice, CQC would cease to issue CoC for aforementioned products via the product certification business system from January 1, 2020. For textile products that had been registered on SABER system since December 1, 2019, considering that most textile enterprises couldn’t transit to SABER system in the short period of time, SASO would postpone the implementation date to January 15, 2020 for large multinational textile enterprises with a wide range of brands and products. Other suppliers, as previously stipulated, shall register on SABER system and obtain CoC starting December 1, 2019. For all CoC of textile products released outside the SABER system, Saudi Arabia would also check whether the certified enterprises conformed to the above requirements stipulated for large enterprises. Important note: the products in the following technical regulations have already begun to enforce SABER system registration: 1) Technical Regulation for Gas Appliances and their Accessories; (Since 2019.1.1 2) GCC Technical Regulation on Children Toys; (Since 2019.4.1) 3) GCC Technical Regulation for Low Voltage Electrical Equipment and Appliances; (Since 2019.4.1) 4) Technical Regulation for Lubricating Oils; (Since 2019.4.1) 5) Technical Regulations For elevators used in buildings and installations;(Since 2019.6.15) 6) Technical Regulation for Building Materials- part I: Metals and their Alloys for constructions and buildings; (Since 2019.6.15) 7) Technical Regulation for Building Materials - Part II: Insulating and Cladding Materials for Buildings; (Since 2019.6.15) 8) Technical Regulations Building Materials - III Hydraulic links and related products; (Since 2019.6.15) 9) Technical Regulations Building Materials - IV Bricks, tiles, ceramics, sanitary ware and related products; (Since 2019.6.15) 10) Technical Regulation for the Electric Self-balancing Boards (Scooter);(Since 2019.8.1) 11) Technical Regulation for front, rear and side barriers for trucks and trailers; (Since 2019.8.1) 12) Technical Regulation for Degradable Plastic Products; (Since 2019.8.1) 13) Technical Regulation for Electrical Batteries; (Since 2019.8.1) 14) Technical Regulation for Paint (Dyes) and Varnishes; (Since 2019.8.1) 15) Technical Regulation for Auto Spare Parts; (Since 2019.11.1) 16) Technical Regulation for personal protective equipment and clothing;(Since 2019.11.1) 17) Technical Regulation of Textile Products;(Since 2019.12.1) 18) Technical Regulation for Trailers and Semi-Trailers; (Since 2019.12.1) 19) Technical Regulation for Detergents; (Since 2019.12.1) 20) Technical Regulation for Photovoltaic Cells(Since 2019.12.1) Certification process: Phase I: the local importer in Saudi Arabia registers product on the SABER system, submit Product CoC application, and select a certification body (e.g. CQC); Phase II: after obtaining Product CoC, for each batch of goods, the local importer in Saudi Arabia is required to upload information on the SABER system and obtain Shipment CoC after approval by the certification body. As a notified body, CQC will continue to pay attention to the corresponding changes and help enterprises smoothly carry out the conformity assessment for products exporting to Saudi Arabia.
